The main axes of the urban context constitute the pattern of the project and identify three different programmatic areas. The three areas are shaped as great unstable plans tilted and raised in order to contain the activities of the civic center. The interlacement that it comes to form among the different plans is made evident and clarified by furrows dig into the site. These cuts, produced by tracing the quay's aces into the site, creates negative cuts, deeply dig into the ground, memories of nuragic temples , where in antiquity were practised sacred cults. These cuts allows to illuminate the underground spaces and to air them.

Alcuni assi principali del contesto urbanistico costituiscono i segni organizzatori del progetto ed individuano tre differenti aree programmatiche. Le tre aree si configurano come grandi piani instabili che si inclinano, sollevandosi, per ospitare le attività del

centro civico. L’intreccio che si viene a formare tra i diversi piani che costituiscono il progetto è reso evidente ed chiarificato da alcuni solchi prodotti all’interno del sito.

Questi tagli, generati dal prolungamento dei moli del porto turistico, formano delle profonde fessure che ricordano i templi a pozzo nuragico tipici della zona. La presenza di queste fenditure consente di illuminare ed aerare gli spazi interrati.
